Observing the Egyptian Legislative Elections 2010 Map is divided into three main categories:

1. The Candidacy Opening Phase (Registration)

It is the phase in which candidates submit their application documents to Security Directorates of the Ministry of Interiors, which will take place during the period 3-7 November 2010, as per the decree issued by the Minister of Interior. This categorization includes the following:

1.1. Administrative Interventions: They are the obstacles put by administrative bodies of the Executive power, in order to prevent applicants from submitting their applications; either by violating the law, or through the unequal treatment of applicants during submitting their documents.

1.2.Security Interventions: Every act, physical or verbal, or the threat of this act against applicants or their representatives by the security bodies.

2. Electoral Campaigning:

It is the phase in which applicants perform advertising activities and introduce themselves and their programs, preparing for the elections day. This categorization includes the following:

2.1.Using Religion: The interference of religious institutions, or using religious slogans in electoral campaigns.

2.2. Exposure of Personal Life: The use of any candidate some material that entail affecting the personal life of another candidate.

2.3.Violence: Every act, physical or verbal, or the threat of this act against applicants or their representatives; whether this act is done by the security bodies, or supporters of other applicants.

2.4. Administrative and Security interventions: These acts include the removal of posters or banners for a certain candidate for the expense of another. These acts also include arresting or harassing supporters of a candidate, or cancelling public meetings, seminars or conferences for a certain candidate.

2.5. Using State-owned Property and Funds: using state-owned newspapers, buildings, facilities and means of transportation by some candidates in their electoral campaigns.

3. The Election Day:

It is the day on which voters vote in ballot boxes in order to choose their representatives in the coming Parliament. This categorization includes the following:

3.1. Participation Rate: It is the percentage of voters who actually vote, compared to the number of voters registered in electoral lists.The use of force and thugs and physical and verbal abuse that was either on the candidates or voters or their agents, whether from a candidate or his supporters on the others

3.2. Violence: Every act, physical or verbal, or the threat of this act against applicants or their representatives; whether this act is done by other candidates or their supporters.

3.3.Prevention of Voting: Every act, physical or verbal, which result in hindering the voters from voting, whether this act is done by the security bodies, or supporters of other applicants.

3.4. Security Interventions: These interventions include the following:

The existence of security forces, whether dress in civil or official clothes inside polling stations.

Supporting a certain candidate over the others, whether through harassing representatives of candidates, arresting them or evacuating them off the polling stations.

Imposing security barricades around polling stations, or roads leading to them in order to prevent voters from reaching the ballots.

Using excessive violence towards representatives and/or voters of certain candidates.

3.5. Administrative Interventions: Mobilizing public employees and administrative personnel for collective voting for a certain candidate, or using state-owned transportation. In addition to directing public employees and administrative personnel to vote for a certain candidate.

3.6. Direct Forgery: Filling electoral cards on behalf of voters, whether by the heads of subcommittees or representatives of some candidates.

3.7. Electoral Bribery: Buying voters' votes in return of money, gifts or presenting and facilitating services.

3.8. Counting and announcement of results: It is the process of closing the committees and transferring ballot boxes from sub- committees to general committees, which in turn counts the votes and announces the results.
